Full-size bike, or folder?
These solve different problems and the specification says so plainly: one publishes a wheelbase limit, the other a wheel size range for folding bikes. Buying the wrong one is not a matter of degree.

The flight bag. A stated wheelbase of 106 cm (41.7 in) is the most useful single figure in this hub — it is what actually decides whether a bike fits, more reliably than any frame size — and a TSA lock, two wheel compartments and rollers are all airport features. It publishes no empty weight, which is the figure that comes out of your allowance.

The folder bag, and the more completely documented of the two: a stated material, external dimensions and 1.2 kg (2.6 lb) empty. For a 20 to 22 inch folding bike going on a train or into a car boot, that is everything you need to know before ordering.
Measure the wheelbase, front axle center to rear axle center. For a folding bike, the wheel size and whether it folds to the stated dimensions.
It comes straight out of an airline allowance and very few manufacturers publish it. Weigh the packed bag at home rather than at the desk.
Not without padding it yourself. Aircraft hold handling is the harshest thing a bike bag meets, and the disc rotor is what most often arrives damaged — remove it or use a bag with a padded wheel compartment.
