Both carry two bikes on a towball and both tilt for boot access. The gap between them is entirely in the details you meet every time you load it — and in one published figure the cheaper one has and the dearer one does not.

The rack for someone loading it every weekend. Knobs that click at the correct torque remove the guesswork of how hard to tighten a clamp on a frame, and carry handles matter on a rack you take on and off. Neither Thule product in this catalog publishes a payload figure, which is a surprising omission on a carrier.

The rack that publishes the frame figure. Up to 8.5 cm (3.3 in) is a genuinely wide range — wide enough for most e-bike down tubes — and it is the number that decides whether the arm closes at all. Bullwing states plainly that the frame holders are not lockable, which is more honest than silence.
Neither publishes a payload, so we cannot answer from the specification. The Fischer ProlineEvo 2 in this hub publishes 60 kg (132.3 lb) and the Atera Strada Sport 3 publishes 30 kg (66.1 lb) per bike. If the answer has to be a number, buy one of those.
It clicks when the clamp reaches the tension the maker intends, so you neither under-tighten a bike that then moves nor over-tighten a frame tube. On carbon and thin-walled aluminum that second failure is expensive.
It is stamped on the towbar plate and stated in the vehicle handbook, usually between 50 and 100 kg (220.5 lb) — and the rack's own weight comes off that before any bike goes on.
