These are different claims and the difference is construction, not coating. A coated fabric bag with stitched seams will hold out a shower and let water through the needle holes in sustained rain. A welded roll-top with no stitching and no zip will not. Wiltec states water resistant, and we report exactly that.
For a commute with a change of clothes, that is usually fine. For a laptop in a British winter, it is not.
A double bag hangs over the rack rather than hooking onto the rails. It is simpler and cheaper, and it is less secure over a curb or on a rough track than a hooked pannier. For town use at moderate speeds it works.
