Roll-top welded seams and a zip are two different levels of waterproof · review
GUOOTU Pair of 24 L panniers, 48 L total review
A pair of 24-liter panniers in high-frequency welded PVC, mounting with improved buckles in two steps and no tools, with reflectors and a shoulder strap.
Our conclusion A properly welded pair for the price of one good single bag. The best value here if you need real capacity.
GUOOTU’s set is two bags where the rest of this hub sells one, and the construction is stated properly.
What the manufacturer publishes
A packing list of two 24-liter bags, two buckle pads and buckle mounting instructions. An improved buckle for fitting and removal in two steps without tools. Durable, waterproof PVC material in a high-frequency welded construction. A carry handle and shoulder strap, described as suiting uses beyond the bike. Integrated reflectors.
Why the welding matters
High-frequency welding fuses the material at the seam. There are no stitch holes, which is where a coated, stitched bag lets water in during sustained rain. It is the same construction principle as a dry bag, and it is a materially stronger claim than “waterproof” alone.
PVC as a material
Heavy, completely impermeable, easy to wipe clean, and stiffer in cold weather than coated nylon. For touring and shopping that is a fair trade; for a bag you handle several times a day it feels less pleasant than fabric.
Buckles against hooks
The buckle system is simpler and cheaper than a hooked rail mount, and it is slower to remove. For bags that stay on the bike between trips that is the right trade; for a daily commute where the bag comes indoors, the RADGEIST hooks are quicker.

The questions riders ask
What does high-frequency welded mean?
The seams are fused rather than stitched, so there are no needle holes for water to pass through. It is a construction method, not a coating, and it is what makes a bag genuinely waterproof rather than water resistant.
How do they mount?
GUOOTU states an improved buckle allowing fitting and removal in two steps without tools, with buckle pads supplied.
